Approve BMI Audit Services Agreement (Review of Dependent Eligibility for Medical Plan)

Agreement has been through legal review.  Recommend approval of agreement. 

 

A dependent eligibility audit helps to keep the medical plan in compliance, assists with cost containment, and fiduciary responsibility.  BMI will conduct a thorough audit to ensure all dependents on the medical plan are eligible to be covered and provide a final report at conclusion of the audit period.

2.

Renewal of 120 Water Software for Tracking Lead & Copper Service Lines

Staff request council approval for the renewal of 120 Water Software for $7760.50 to track lead and copper service lines in anticipation of new 2024 regulations.

3.

FY 2023 Fiscal Year End Budget Amendments

Recommend approval of FYE 2023 budget amendments as presented.  This is to close the FY 2023 budgets prior to the audit.  This is an annual requirement of the State of Georgia to close the budget to actual revenues/expenditures.  Final budget amendment(s) will be brought back to Council, if necessary, after the audit is complete and audit entries, if any, have been posted. 

4.

Approve Resolution #  468-2023 for CPM 200-0009 Fixed Asset Policy Revisions

This minor revision further clarifies the minimum threshold for the implementation of GASB 87 and 96 for leases for Audit purposes.  Department recommends revisions as presented.  

5.

Approve Resolution to Accept the SRTA GTIB 3 Loan for the Hub Transformation Extension Project.

6.

Approve Special Event Request for "Woodlands Fall Festival" - Temporary Alcohol Permit for Primo's Pizza & Italian

Approve Temporary Alcohol Permit as requested. The 2023 Woodlands Fall Festival will be held on October 14, 2023 from 11:00 am to 3:00 pm at the Woodlands neighborhood. Refer to attached Special Event Permit application and Committee Response Sheet for details of the event and the request by Primo's Pizza for a Temporary Alcohol Permit. 

7.

Approve Special Event Request for "National Night Out" - Road Closure

Approve Road Closure as Requested. The applicant, JoAnn Willingham, on behalf of Woodstock PD, requests closure with Police Assistance of Market Street from Mill St to Oak St for Woodstock PD National Night Out. Applicant also requests closure of Mill Street Lot. Event to be held at the Woodstock Arts Green on October 3, 2023 from 2:00 pm to 9:00 pm. Please see attached Special Event Permit Application and Committee Response sheet for road closure details.

Approve Special Event Request for "Cherokee Family Violence Center Candlelight Vigil" - Road Closure

Approve Road Closure as Requested. The applicants, JoAnn Willingham, on behalf of Woodstock PD and Stephanie Villasenor, on behalf of the Cherokee Family Violence Center, request Road Closure with Police assistance for East Main St. Event is to be held at the Park at City Center on October 24, 2023, from 2:00pm to 9:00pm. Please see attached Special Event Permit Application and Committee Response Statement for road closure details. 

9.

Approve Purchase of Cisco Nexus 9K Switches

Approve the purchase of 2 new Cisco Nexus 9K switches and related equipment for our internal data center, replacing outdated hardware that is End-of-life/End-of-support. This is a budgeted SPLOST V item for FY24. Total project budget is $73,000 ($58,000 hardware & $15,000 professional services)  Actual Hardware Cost is slightly higher than anticipated at $58,868.30 (+$868.30). Seeking approval to purchase $58,868.30 in hardware and equipment. This purchase includes items part of the Sourcewell Cooperative (081419#CDW), State of Georgia Peripherals (99999-SPD-SPD0000161-0003), and State of Georgia Cisco Networking - State & Local (99999-SPD-T20120501-0006) contracts, and has already been competitively bid.

Adopt Parks & Recreation Department ADM-10 Coordinated Emergency Response Plan

Staff respectfully requests that the City Council adopt the Park's & Recreation Departments ADM- Coordinated Emergency Response Plan as part of the Parks & Recreation Departments CAPRA Re-Accreditation process.

12.

Adopt Parks & Recreation Department Policy # Park-01 Parks, Trails, and Natural Resources Maintenance Program.

Staff respectfully requests that the City Council adopt the Park's & Recreation Departments Policy # Park 01 Parks, Trails, and Natural Resources Maintenance Program as part of the Parks & Recreation Departments CAPRA Re-Accreditation process.

13.

Consideration and Approval of the Little River Park House Renovation Construction Document Services by Earth Elements NM, LLC.

Staff respectfully requests that the City Council consider and approve the document services agreement from Earth Elements NM, LLC for construction document services for the renovation of the house located at Little River Park.

 

The cost of the construction document services is $35,000.  The items covered in this document services agreement are Design Development Services, Architectural Construction Documents, Construction Administrative Services, Permit Submission Services, Project Observation Services, Mechanical/Electrical/Plumbing Engineering and Structural Engineering Services.

 

Funding for the construction document services is being allocated from SPLOST V excess funding.

14.

Approve RFP 2024 - 04 Park at City Center Christmas Light Display  Award and Contract

The City issued a RFP for the purpose of providing and installing a Christmas Light display for Parks and Rec department at the Park at City Center and storing the City's existing Christmas light feature inventory. The City received two (2) RFP Responses. 

 

After reviewing the submittals, the review committee determined it was in the best interest of the City to recommend award of RFP and contract to the highest scored bidder, Illuminating Design in an amount not to exceed $17,277.36. 

 

The evaluation committee scoresheet is attached for ease of reference as well as the Illuminating Design proposal. 

 

Requesting Council to award RFP 2024 - 04 and contract as recommended and authorize the Mayor to execute the contract.

2nd Reading: A#118-23 201 Brownlee Road (Annexation)

The Annexation Ordinance is provided for 2nd reading.

 

Attorney Parks Huff, on behalf of Dossey, LLC, has submitted an application for the annexation of 201 Brownlee Road (parcel 15N11025), currently zoned R-40 (single-family residential) in Cherokee County.  Upon annexation, the parcel would be rezoned from County R-40 to City DT-MR-A (Downtown-Medium Density Residential).  The Applicant also requests a Conditional Use Permit (CUP) for attached housing (townhomes) and Variances to site and architectural standards in the LDO.  The application would allow for the construction of an 88-unit single-family and townhome project.  The proposed project was approved by City Council on August 28, 2023.  

18.

2nd Reading: Regular Ordinance Adopting an Extension to Moratorium for I-575 & Sixes Road Interchange Area

Staff recommends that the City Council adopt a Regular Ordinance extending the development moratorium for the I-575 and Sixes Road Interchange Area until October 31 or the adoption of the updated Comprehensive Plan, whichever comes first. The original Regular Ordinance expired on September 14. An Emergency Moratorium is in effect until September 28. 

19.

Intergovernmental Agreement for the I-575 and Sixes Road Area Transportation Plan

Staff recommends that the City Council authorize the Mayor to enter an Intergovernmental Agreement with Cherokee County, GA, the City of Holly Springs, GA, and the Cherokee Office of Economic Development for preparation of a transportation plan for the I-575 and Sixes Road area.  The agreement would allow for communication, coordination, and work in an effort to procure a Consultant to provide transportation analysis and planning at the Interchange Area.  As part of this contract, Woodstock agrees to be responsible for twenty percent (20%) of the total contract cost that shall be awarded.  Properties in this area under the jurisdiction of the City of Woodstock are currently under a development moratorium until such time as the City's Comprehensive Plan is adopted or October 31, 2023, whichever occurs first.  The draft agreement is provided as Attachment A, which includes two exhibits.  Exhibit A is a map of the impacted area.  Exhibit B is the RFQ/P issued by Cherokee County.  This item has been reviewed by the City Attorney's Office.  

20.

Contract with Atlanta Regional Commission for Preparation of the Highway 92 Development Standards

In 2023, the City of Woodstock was awarded funding from the Atlanta Regional Commission (ARC) for a project that was conceived during the 2021 LCI Town Center Plan 10-Year Update.  The Highway 92 Development Standards would provide a regulatory framework for future redevelopment efforts that balances the goals of walkability and high-quality architectural character with the constraints of heavy traffic volumes, parking demand, and limited pedestrian crossings along the auto-centric Highway 92 corridor.  The contract (Attachment A) is between the City of Woodstock and ARC, and would allow for a consultant to be retained and begin work.

Public Hearing/ 1st Reading - ZTA#007-23 Electric Vehicle Charging

Staff recommends that the City Council approve an Ordinance approving ZTA#007-23 that would amend Chapter VII, Article V (Performance Zoning Standards: Use Districts and Regulations) and Chapter II (Definitions) of the Land Development Ordinance to establish design, signage and additional development standards for Electric Vehicle Charging Stations in new developments.

2.

Public Hearing/ 1st Reading - ZTA#006-23 Modifications to Sign Waiver Review Process

Staff recommends that the City Council approve an Ordinance approving ZTA#006-23, a Zone Text Amendment that would amend Land Development Ordinance (LDO) Chapter VI, Article VII (Sign Standards, Administration and Enforcement) to revise and consolidate the sign waiver process.

City Center Public Infrastructure PH 2 (Site Work and Parking Deck) GMP Approval

Attached is the phase 2 guaranteed maximum price (GMP) amendment with Winter Construction. Approval of the amendment to the current contract allows Winter to proceed with the project when the land development permit is issued (anticipated early October). The initial schedule shows a completion date of 12/26/24 for the parking deck.
